This is the third time in the game's history that the jackpot has passed the estimated $1 billion mark, and the second time in eight months that a $1 billion Powerball ticket was sold in the Los Angeles area. The ticket holder or holders will get to pick either an estimated lump sum payment of $516.8 million or an annuity.
