A grand jury has indicted 10 people in connection with the death of Irvo Otieno, a mentally ill man who suffocated to death while in police custody in Virginia earlier this month.

Seven deputies from the Henrico County Sheriff’s Office — Randy Joseph Boyer, Dwayne Alan Bramble, Jermaine Lavar Branch, Bradley Thomas Disse, Tabitha Renee Levere, Brandon Edwards Rodgers and Kaivell Dajour Sanders — were indicted on one count of second-degree murder each.

Surveillance video released by a prosecutor Tuesday shows Otieno being pinned to the floor by multiple security officers at a Virginia state mental health facility in the moments leading up to his death. Emergency calls offer further details of the final moments of Otieno, a 28-year-old Black man who died March 6 as he was transferred from a Henrico County jail to Central State Hospital.

In addition to the seven deputies, three hospital employees — Sadarius Devon Williams, Wavie Lavon Jones and Darian Malique Blackwell — were also each indicted on one count of second-degree murder.

On March 14, all seven deputies were charged with second-degree murder and turned themselves in to the Virginia State Police Bureau of Criminal Investigations.

The death of Irvo Otieno has sparked outrage and calls for justice from the community. The indictment of the 10 people charged in his death is a step towards accountability and justice for Otieno and his family.
