A vet tech knowing Osthoff’s financial situation recommended he get in touch with Santos, who purported to run Friends of Pets United, which could help the veteran.

Osthoff told NBC News that Santos’ group set up a GoFundMe page that raised $3,000 for the surgery, but then the future congressman stopped responding to calls.

Santos has denied the allegations, claiming that he never had any contact with Osthoff or his service dog. However, Osthoff has provided evidence that Santos was in contact with him and was aware of the situation.

The case has been referred to the Federal Bureau of Investigation for further investigation. In the meantime, Osthoff has started a new GoFundMe page to help cover the costs of Sapphire’s surgery. He has raised over $2,000 so far.
